प्रश्न - कैसे लोकपाल, सीवीसी और सीबीआई का समन्वय महत्वपूर्ण होगा। टिप्पणी कीजिए ? 

 उत्तर- भारत में भ्रष्टाचार चर्चा और आंदोलनों का प्रमुख विषय रहा है। आजादी के बाद से ही भारत भ्रष्टाचार के दलदल में धंसते हुए नजर आने लगा। वर्ष 1963 में डॉ लोहिया ने कहा था सिंहासन और व्यापार के बीच संबंध भारत में जितना दूषित, भ्रष्ट और बेईमान हो गया है उतना दुनिया के इतिहास में कहीं नहीं हुआ है।

भ्रष्टाचार मिटाने को लेकर कई संस्थाएं ओर समितियां बनाई गई । जिनमे सीवीसी और सीबीआई प्रमुख है। हाल ही लोकपाल नामक ऑफिस भी भ्रष्टाचार पर निगरानी रखने के लिए ही बनाया गया है।

केंद्रीय सतर्कता आयोग:- भारत सरकार के विभिन्न विभागों और कर्मचारियों से संबंधित भ्रष्टाचार नियंत्रक संस्था है। इसका गठन फरवरी 1964 में संथानम समिति की सिफारिश पर किया गया।

केन्द्रीय अन्वेषण ब्यूरो :- केन्द्रीय अन्वेषण ब्यूरो (सीबीआई) भारत सरकार की प्रमुख जांच एजेंसी है । इसकी स्थापना विशेष पुलिस संस्थापन अधिनियम एक्ट 1941 के तहत की गई।

लोकपाल/लोकायुक्त :- लोकपाल उच्च सरकारी पदों पर आसीन व्यक्तियों द्वारा किये जा रहे भ्रष्टाचार की शिकायतें सुनने एवं उस पर कार्यवाही करने के निमित्त पद है। इसकी स्थापना हाल ही में 19 मार्च 2019 को की गई है।

सीवीसी,सीबीआई और लोकपाल के समन्वय और डिस्प्यूट से संबंधित प्रमुख बिंदु
✓ हाल ही लोकपाल नियुक्त किया गया परन्तु भ्रष्टाचार निरोधक पहले से ही जो संस्था बनी हुई है उनकी तरह ही लोकपाल को भी जनता द्वारा विशेष महत्व का नहीं माना जा रहा है ।
✓ कुछ लोगों द्वारा इसके लिए आशा लगी है और कुछ लोग निराशावादी है, उनके द्वारा इसे भी सीबीआई और सीवीसी की तरह ही माना जा रहा है।
✓ सीवीसी और सीबीआई पहले से भ्रष्टाचार निरोधक संस्था के रूप में कार्यरत है , हाल ही में लोकपाल नियुक्त किया गया है , अब ये देखने वाली बात होगी कि किस तरह तीनों साथ मिलकर कार्य करते है।
✓ क्योंकि ग्रुप ए आर ग्रुप बी के सिविल कर्मचारी वर्तमान में सीबीआई के दायरे में आते है साथ ही इनको लोकपाल के दायरे में भी ला दिया गया है । इस तरह पॉवर का मिसमैच हो गया है।
✓लोकपाल सीबीआई को गाइड भी कर सकता है और खुद की इन्क्वायरी विंग से भी काम करवा सकता है , क्योंकि प्रोटेक्शन ऑफ करप्शन एक्ट 1988 के तहत दोनों ही कार्य कर सकते है।
✓ सबसे बड़ा पॉवर मिसमैच भी हो सकता है , क्योंकि सीबीआई सरकार के अधीन रहकर कार्य करती है जबकि लोकपाल स्वतंत्र रूप से कार्य के लिए शक्ति प्राप्त है। अब लोकपाल ओर सरकार के बीच मिसमैच होने पर किस तरह सीबीआई कार्य करेगी ये भी देखने वाला मुद्दा होगा ।
✓ सीबीआई के पास कैस रजिस्टर होने के बाद क्या लोकपाल उसमे हस्तक्षेप कर पाएगा इसकी भी कोई जानकारी नहीं है।
✓ लॉ के हिसाब से सीबीआई के कंट्रोल करने की ज्यादा पॉवर सरकार के हाथ में है , परंतु पॉवर मिसमैच के तहत सरकार और लोकपाल के बीच भी रस्साकसी देखने को मिल सकती है।
✓ प्रथम लोकपाल पीसी घोष के द्वारा किया गया कार्य लोकपाल नामक ऑफिस की भविष्य की गरिमा निर्धारित करेगा।

सुझाव/समाधान
✓ लोकपाल ,सीबीआई और सीवीसी को एक साथ मिलकर भ्रष्टाचार को मिटाने का प्रयास करना होगा।
✓ तीनों संस्थाओं को अपनी अपनी सीमा में रहकर कार्य करना होगा ।
✓ लोकपाल को भी और सरकार को भी अपनी अपनी पॉवर का गलत उपयोग नहीं किया जाना चाहिए ।
✓ लोकपाल ऑफिस की गरिमा रखने ओर निष्पक्ष कार्रवाई करने के लिए सरकार को भी सहायक के रूप में कार्य करना चाहिए।

निष्कर्ष
लोकपाल नामक संस्था लंबे संघर्ष के बाद भारत सरकार द्वारा इसे मान्यता दी गई है। आशा है कि लोकपाल स्वतंत्र रूप से कार्य करेगा और अन्य भ्रष्टाचार निरोधक सस्थाओ के साथ मिलकर भ्रष्टाचार खत्म करने का प्रयास करेगा।
